Comments, exceptions and qualifications From July 28, 2010: - The renewal registration fee can be paid in two installments. The second installment can be paid within five years from the renewal registration date. The second installment is optional. If, after the first five-year period, the registrant no longer wishes to maintain the registration, they can opt not to pay the second installment and allow the registration to lapse. The registrant can also choose to pay the entire ten-year renewal fee in a lump sum
